Dr. Hang Chuon Naron, Deputy
Prime Minister and Minister of Education, Youth, and Sports, stated that in
addition to banning the use and distribution of e-cigarettes on campus, the
Ministry of Education will issue another guideline to ban the sale of e-cigarettes
around the school so that the principal can request cooperation with local
authorities to make a ban.
He made this statement this morning, April 30, 2024, on the
occasion of chairing a meeting to discuss measures to prevent and curb the use
and distribution of e-cigarettes among young people with the participation of
Deputy Governors from all capitals, provinces, and many other stakeholders.
The meeting discussed two major issues, including the situation
of e-cigarette use and distribution among young people and discussing
additional mechanisms and measures to prevent and curb the use and distribution
of e-cigarettes.
Regarding the use of e-cigarettes (vape), the Deputy Prime
Minister said, “The Ministry will now take educational, outreach, and
administrative measures using the peer education program and will issue another
instruction to stop the sale of e-cigarettes around the campus so that the
principal can request cooperation with local authorities to ban, as well as the
introduction of administrative measures and administrative penalties in
schools.”
Chuon Naron added that in order to solve this problem
effectively, a sub-decree based on a clear legal study and a clear survey
related to users as well as age, both in and out of school.
According to the Deputy Prime Minister, research has shown that
the effects of e-cigarette use are more harmful than regular cigarettes,
especially affect the lungs, and in the future can lead to lung cancer and
other diseases.
The Minister added that the Ministry of Education, Youth, and Sports and educational institutions at all levels always cooperate with relevant ministries and institutions to take educational measures to promote the effects of e-cigarettes and have rules for students who have been using them. Despite these efforts, the use of e-cigarettes remains a serious concern in educational institutions at all levels.
